MEDINA COUNTY, TEXAS NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION
The Commissioners Court of Medina County, Texas (the “County”) does hereby give notice of intention to issue one or more series of Medina County, Texas Certificates of Obligation (the Certificates) in the maximum aggregate principal amount not to exceed $11,000,000 for the purposes of paying, in whole or in part, contractual obligations of the County to be incurred for making permanent public improvements and for other public purposes, to wit: (1) acquiring, purchasing, improving, constructing, renovating, enlarging, expanding, extending, equipping, and/or repairing County buildings, facilities, and infrastructure (the Medina County Courthouse), as (i) an administrative office building housing the governmental functions of the County, (ii) judicial facilities, and (iii) the County Law Library therein, (2) designing, acquiring, constructing, renovating, improving, and equipping various streets, drainage, and sidewalk improvements, including necessary capital maintenance, utilities relocation, landscaping, wayfinding, and monumentation necessary or incidental thereto; (3) acquiring, purchasing, improving, constructing, renovating, enlarging, expanding, extending, equipping, and/or repairing County buildings, facilities, and infrastructure to provide for expanded and accessible administrative offices housing the governmental functions of the County, and (4) the payment of professional services relating to the design, construction, project management, and financing of the aforementioned capital improvements, including services by tax appraisal engineers, engineers, architects, attorneys, auditors, mapmakers, financial advisors, and fiscal agents (collectively, the Projects), and the costs of issuance related to such Certificates. The County proposes to provide for the payment of such Certificates from the levy and collection of ad valorem taxes in the County, within the limits prescribed by law, and from a lien on and pledge of certain revenues received by the County from the ownership and operation of the County’s library system. The current principal of all currently outstanding debt obligations of the County is $22,945,000.00, the combined principal and interest required to pay all currently outstanding debt obligations of the County on time and in full is $27,976,512.00, the estimated combined principal and interest required to pay the proposed Certificates on time and in full is $17,114,300.00, the maximum interest rate for the Certificates may not exceed the maximum legal interest rate, and the maximum maturity date of the proposed Certificates is February 1, 2050. The Commissioners Court proposes to authorize the issuance of such Certificates at 9:00 a.m. on August 24, 2026, at a Regular Meeting to be held at Commissioners Court located at the Medina County Courthouse, Commissioners Courtroom, 1300 Avenue M, Hondo, Texas 78861 (in the event the Commissioners Court will be unable to meet at said location, the County will post information on its website for attending the meeting at an alternate location and/or date, by telephone, teleconference, or other electronic means). The Certificates are to be issued, and this notice is given, under and pursuant to the provisions of the Certificate of Obligation Act of 1971 (Sections 271.041 through 271.064, as amended, Texas Local Government Code), and Chapter 1473, as amended, Texas Government Code.
